The State of Mississippi has 15 approved teacher preparation programs at institutions of higher learning that prepare educators in a variety of program areas. Eight public and seven private colleges and universities produce an average of 1,450 teachers annually. Mississippi offers both traditional and alternate routes to teacher certification.  
 
The Office of Quality Professionals and Special Schools has developed and implemented three innovative options to obtaining an alternate license. These options include: (1) the Master of Arts in Teaching Program; (2) the Mississippi Alternate Path to Quality Teachers; and (3) the Teach Mississippi Institute. Additionally, the Mississippi State Board of Education approved the American Board Certification for Teacher Excellence (ABCTE) program as an approved alternate route to certification in Mississippi. Teachers must enroll in the ABCTE program through the Washington, D.C. office.  
 
Mississippi is a National Council for Accreditation of Teacher Education (NCATE) partner state. The eight public institutions' teacher education programs must be nationally approved by NCATE. Private institutions have the option to seek national accreditation. Two of the seven private institutions are currently NCATE accredited and one is pending the Unit Accreditation Board (UAB) decision from its first NCATE visit (fall 2011). Four of the seven private institutions have not sought NCATE approval and are required to undergo a state conducted NCATE-like approval process, also on a seven-year cycle of review.  
 
Additionally, the state conducts an annual approval process for all traditional teacher preparation programs. The Process and Performance Review requires documentation for meeting ten state standards. Within the state standards, programs must document that course content is aligned with state and national standards as approved by the Commission on Teacher and Administrator Education, Certification and Licensure and Development, and that these standards are incorporated into all elementary, secondary, and special area programs. Documentation of meeting the annual state process and performance review standards is verified through review of student records/transcripts, course syllabi, practicums, internship, student teacher portfolios, and letters or report summaries citing national accreditation or state approval. To ensure program quality, a minimum of eighty percent (80%) of all teacher education graduates from an institution must score at or above the proficiency level on the Praxis II (Principles of Learning and Teaching) and Praxis II (Subject Area Tests) over a three year period.  
 
Prior to completion of a teacher education program, candidates must successfully complete a minimum of a 12 week (60 full days) student teaching experience. Additionally, to meet certification requirements, candidates who will teach grades 4-6 must possess two or more areas of concentration (21 hours) in academic content. Those candidates preparing to teach in grades 7-12 and other special subject area programs must major in an academic field other than education or in a combination of disciplines.  
 
The Mississippi Department of Education and the Mississippi Institutions of Higher Learning (MS IHL) collaborated to develop an annual survey of teacher preparation program completers and their principals in the year following completion and initial employment as classroom teachers. The Annual Performance Report: Mississippi Teacher Preparation Programs is maintained at MDE, MS IHL and provided to each institution for assessment data (aggregated and disaggregated) on candidate enrollment and graduation, and candidate and faculty demographics. Also, the annual performance report consists of a job satisfaction survey sent to the principals of first year teachers requesting that they rate the job performance of these first year teachers as completers of programs in state and out of state. In addition, first year teachers are asked to rate their own training and performance as well as rate their mentor experience. Teacher training programs must receive a job satisfaction rating of eighty percent (80%) over a three year period or must prepare an improvement plan approved by the Commission on Teacher and Administrator Education, Certification and Licensure and Development. The performance data provides one component for assessing whether institutions are low-performing or at-risk.

The Mississippi Teacher Center (MSTC) has focused on recruiting and retaining teachers for high poverty, rural and urban school settings. Collaboration is ongoing with The Teach for America (TFA) and Mississippi Troops to Teachers programs on recruitment of teachers into Mississippi. Within MSTC there are also three professional teacher recruiters who provide recruitment services to prospective educators to help them secure positions within Mississippi's school districts. MSTC maintains a job placement website and online recruitment services for school districts. The MSTC maintains teacher induction and mentor training resource guides and a Teacher Talk webpage as a source of news, information and instruction tools for new and veteran teachers.  
 
Fund availability continues through legislation designed to reverse the teacher shortage. Individuals can attend a Mississippi college or university to prepare for a teaching career and have part or all of the cost of their education paid. The Mississippi "Critical Teacher Shortage Act" provides funds for incentives and scholarships to eligible school districts.  
 
With funds provided by the Mississippi Legislature, the state continues recruitment of outstanding teachers to participate in the National Board Certification process. Several universities, supported by state appropriated funds, serve as training and support sites for this process. In 2010-11, the state recognized 2,509 classroom teachers with national board certification. On average, Mississippi retains 34,000 teachers statewide.  
 
The state is in the process of piloting a statewide teacher evaluation model with a component that links student learning to further the state's goal to provide highly effective teachers for every Mississippi classroom.
