During the 2010-2011, New Hampshire was in the throes of a new era of innovation and cutting-edge research and implementation. In order to maintain, recruit and retain a cadre of exceptional educators, New Hampshire Department of Education works with professional organizations, state and federal agencies, teacher preparation programs, and employs only current research to identify innovative teaching methods for sustainability and system-wide change.  
 
This change was manifested in a 60 stakeholder member task force from a variety of agencies, unions, district K-12 schools, professional organizations, regional laboratory (Northeast), regional and national experts, etc., researched and developed a blueprint for teacher effectiveness in New Hampshire.  
 
Currently, the New Hampshire Task Force on Teacher Effectiveness  
just released their Phase I Report. Please check out the link. Phase II has a mission to accomplish that will make the blueprint  
 
Presently, according to a proposed timeline, New Hampshire is now into Phase 2 of their statewide education reformation. To use the blueprint metaphor, the foundation was poured and now the construction of the underpinnings of the entire structural change, including teacher preparation programs, with the new Administrative Rules 600 Approval of Professional Educational Personnel which has more rigor, a teacher statewide evaluation systems which well into development (including an array of stakeholders - teacher unions, professional organizations at the state, region and national levels, working with nationally-recognized researchers, national certification organizations (TEAC, NCATE, etc.), and state stakeholders.  
 
New proposed Administrative Rules 500s - Certification Standards for Educational Personnel (which dovetail well with the 600s Approval of Professional Educational Personnel) are still at the committee level and in discussion at the New Hampshire State Board of Education level.  
 
These innovations are part of the comprehensive systemic changes occurring in New Hampshire and will continue to evolve.
